OC&E - how rough is it?

I'm curious about the OC&E Woods Line rail-to-trail. One end of the trail is in Klamath Lake area. The Oregon State Parks website indicates that parts of the trail are coarse rock.
Does anyone have personal experience with this route? I'm wondering just how rough the trail gets.
We don't have fat tire bikes. Just typical mtn bikes with tires right around 2.2" wide.
