Roads around Bangor Nav. Base?

Roads around Bangor Nav. Base?
Planning a ride with out on the Kitsap, ferry from seattle to winslow, around bremerton, return from southworth to west seattle. Looking at google maps, it makes it look like the road along the water is continuous across the Bangor Submarine Base, i.e. coming from north on NW lakeness (off the base) turns into northern boundary road (on the base), then amberjack, tang rd., archerfish rd., tinian rd, Escolar rd, west shore boundary road, and finally olympic view road nw (off the base again). Is it possible to ride these, or are they restricted to military? My first guess is that they are off limits, but I've crossed military areas where a public road is just enclosed in fencing, and it would be nice to stay close to the shoreline.
If they are closed to the general public, what's the best alternate from the poulsbo area to get down to anderson hill road? Looks like the two main candidates are [clear creek road-nw half mile road - old frontier rd - westgate road - olympic view road - anderson hill road] or [viking way - nw mountain view road - join prev. route]. Suggestions?

My in-laws live in Silverdale the base is closed to the public.

I would take this route.

Stay well clear of the perimeter fence and all gates to the base, unless you want to be hassled by US Marines. US Naval Submarine Base Bangor is home to the west coast strategic submarines, and holds strategic nuclear weapons and active warheads. They do not mess around, and when in doubt they will hold and question you, especially if the threat level is elevated.

As others have said, all roads on base are not open to the public. There's no need to even think that you'd be hassled by guards as Spokebreaker suggests unless you're trying to hop a fence or something. Riding down adjacent roads wouldn't provoke any type of reaction from the guards.
I've ridden both Viking and Clear Creek and either is a good choice. On Clear Creek north of Luoto Rd, there's no shoulder and 50mph speed limit, but little traffic. South of Luoto, there's a wide shoulder. Viking has a fairly wide shoulder and 40-45mph speed limit.
