I don't know about hostels, but you can take the Amtrak between cities for cheap. Depending on how much riding you want to do, you can buy a CL beater here in Seattle and spend a week rolling around then ride the STP route down to Portland on the weekend and check them out for the next week.

There's the Hawthorne Hostel in Portland. And City Bikes is probably as good place to start checking out the local Portland scene.

The American Hostel in Seattle is across the street from the light rail line from the airport. You can also catch Amtrak a block away to Portland.

The best beater bike for your money and support a great youth outreach program is Bike Works in South Seattle. It's really close to the light rail station so it's a short, cheap ride. Anything around downtown and north is going to be higher priced.
