I'm no statistician, but I'd start with 1/x, where x is the number of entrants, then adjust it according to your relative speed compared with the field.

another question... how do garter belts work? In theory say an XS was on a person but too big, leading to the belt part being pulled down by the stockings (which are also XS and go pretty high). How do you fix this?

I can't answer that one. Big fetish item, garter belts are, but I do not understand the mechanics of them. Whenever I've seen them up close and personal, I've been distracted.
