Many folks leave them alone while servicing rather than fighting with them and possibly damaging something. It isn’t terribly difficult to reach and evaluate the bearing cups from the opposite side....

Get to know your tubing. Columbus, Reynolds, True temper, Ishwata, and Tange. Look for double butted or better. That's a pretty general answer, a good frame can be upgraded with lighter parts.
