Why isn't Saint-Pierre in Rodez categorized?

Why isn't Saint-Pierre in Rodez categorized?

It is short (570 m) but steep (9.6% average) and deep into the day's ride (around 185km). Wouldn't that usually earn a category 4?

Do they ever categorize climbs <1km? Also, I thought categorized climbs always had KoM points, would they want to give KoM points for the finish of this stage?

The peak was about 50m from the finish, not at the finish -- but that is nitpicking. Regardless, giving it a cat 4 rating would've meant 1 KoM point to the first rider across. Not all that big of a deal either way.

They also could have categorized La Primaube (3km at 5%). In fact, that one may be the bigger surprise.

Too short, where it comes in the stage has nothing to do with its categorisation.

The methodology for categorizing climbs is subjective, and isn’t written down anywhere. That said, most everyone seems to think the location within the days route is considered. Here are a few links as examples:
