Maybe also more boring flat stages where everybody is in one peloton and not necessarily paying attention vs. the Vuelta's mountain stages where the riders are spread out among many groups?

I think the one peloton factor is very much in play. But IMHO it might be less any boredom and inattention within that peloton, and more combativeness inside the peloton to get to the front when the screws are being turned or when there is nervousness and excess attention.
They don't call them pros for nothing. These guys are pretty OK at riding in a peloton and it only gets real dodgy when the race is ON!

So sort of what you are saying is the riders take more risk at the TdF because they feel their opportunities to gain more fame which equals more pay or at least getting their contract renewed is better than at other grand tours.
