On Eurosport, it lists Jose Rujano Guillen of Quickstep at 5' - 3.75" (1.62 M * 39.36 in/M), and 105 lbs (48KG * 2.2 lbs/KG). He is still in the race, and learning the hard way.

nah maghus backsted listed at 90 kg pretty sure hes been the biggest for the past few years.

They are all small in the eyes of Phil Liggett, although he used to call Ullrich "The Big German", but mostly he enjoys saying, "The little green man..." or "the little spaniard..." If Shaq were in yellow, he would be "the little American"

It would be appropriate. Check out this bit of trivia taken from NBA.com:
