They do make exceptions in rare cases, though. For example, there were so many riders outside the time cut in Stage 18 that they're letting them stay in the race.
Yeah, this is kinda what I meant. For Stage 18 the chart is different than Stage 19, and the chart shows that the faster the race is, the more of a time cut they give.

This part (from the above link):
For Friday’s 110km stage across the Galibier the permitted finishing time is the winner’s finishing time plus:
• 9% if the average speed is less than or equal to 30 km/h
• 10% between 30 km/h & 31 km/h;
• 11% between 31 km/h & 32 km/h;
• 12% between 32 km/h & 33 km/h;
• 13% between 33 km/h & 34 km/h;
• 14% between 34 km/h & 35 km/h;
• 15% between 35 km/h & 36 km/h;
• 16% between 36 km/h & 37 km/h;
• 17% between 37 km/h & 38 km/h;
• 18% between 38 km/h & 39 km/h;
• 19% between 39 km/h & 40 km/h;
• 20% over 40 km/h

So the faster they go, the more of a time cut percentage they give to buffer it.

The Schlecks need more time on Cadel Evans going into the TT. Does Andy have the legs for another attack?

+1. Andy needs more time. Cadel will crush him in the TT. Frank will be a decoy forcing Evans to chase then Andy will attack. I still don't count out an attack by Alberto or Sammy. They don't want to go out like this. GL to all.

I think Contador will try and drop everyone including AS by the top of the Galibier, then take chances and extend on AS on the descent then crush Duez and see where the pieces fall.
