I think changing the distance is an arbitrary change that doesn't address the actual problem. I think the best compromise is to include language which resolves the time gaps for those whose forward progress is impeded by the crash, regardless of if they went down in the crash, or if they were "with the group" that went down (within 1 second).
There are still a few problems with that, but I don't think they'd be as big of problems as we saw in stage 1.
