Small Cruiser?
My wife really likes the idea of a cruiser. Or some kind of bike were you can flat-foot while still extending your leg while peddling. We tried out an Electra cruiser, but even with the seat completely pegged down, so couldn't quite flat-foot at a stop. She's about 5'2". I really like the Townie 7D. Good brakes and plenty of gears, but I think it would still be a bit too big with the 26" wheels. Does anyone make a good cruiser for people at the low end of 5 feet?

You could try to Giant Cypress. Or the Specialized expedition size small. I am 5'3" and ride the size small with the seat post all the way up. It goes down at least 6 inches, so that might be a could one to look at.

Look into a Fuji Saratoga and a Trek. Both are crank-forward bikes, which is what you're really referring to.
I'm 5 ft. 1 1/2 inches and found that I can fit into a Trek Pure. However, they had to remove the rear seat reflector just to put the seat all the way down. Even so, I was still a little "tippy toe" but at least my legs were at the proper extension for efficient pedaling. It seems like your wife is a 1/2 inch taller than me so she should be ok.
Have your wife test ride the above or any bike you look at.
