Well, the Adams will work (even a $50 WalMart bike "works"), but you are likely to be a lot happier with a used Burley if you do any serious amount of riding. If you really want to go the Adams route, at least be sure it is a model with gears (not a fixed speed). The fixed speeds only afford the opportunity to do meaningful pedaling in a very narrow speed range (~4 - 5 MPH?) so your kid will often just sit and rotate the pedals onec in awhile without really contributing to going forward. The fixed gear version really is only suitable for riding around the block a few times.
I have used both an Adams and a Burley behind our tandem, and they both do in fact "work." With the Adams, I was always tinlering (almost every ride) to make it work better, with the Burley, we just ride and enjoy.
I'd think that if you brought some bungee cords, you'd have no problem putting any TAB on a city bus rack.
If you have extra money to spend on the folding feature, you are better off spending the money on a better TAB that may not have the folding feature. I have a neighbor with a folding model and he never folds it, just puts it on a bike rack as is...
