It's not. You can skid that rear wheel you're legal. You'll probably still get a ticket which you have to waste time to go explain though.

As I was riding along the sidewalk today (half a block) to the bank, I was thinking, is it actually illegal to ride on the sidewalks downtown?

Yes, unless you are a child, or potentially infirm/elderly.

I got detained for riding on the sidewalk just last week. I was going about 3kms an hour and doing a testride on an empty sidewalk. Cops were looking for someone doing break ins and I guess I got profiled and that was a handy way to write down all my info. Fortunately, they had some real work to get to before they finished filling out the paperwork.

Bicycle laws in Ontario are governed by the highway traffic act as well as local bylaws (Toronto Bylaw 32-92 which governs other stuff too). I've never found a source online for 32-92. In the example of riding on the sidewalk, what governs legality is wheel size. If you're wheels are over 24", it's illegal. In Ottawa on the other hand, any sidewalk riding is illegal as far as I can tell. That level of specificity isn't in the highway traffic act.
Generally in Toronto bylaws, the second numbers are the year (so 1992) and the oldest the website goes back is 1998 or so for searching. You can find amendments but that's about it. The city's cycling website has a list of fines on it, similar to the one iherald posted https://www.toronto.ca/cycling/safety/index.htm If you enquired, you might be able to get a pdf of the by-laws.

It's an important distinction to make, particularly along the water front. The fuzz often sit there in the summer and ticket people who are riding on the sidewalk section rather than the board walk. The city's bicycle map which you can download from their website, has the designated bike paths/multi-user paths marked.

Since cyclists are getting busted more often than not on the letter of the law and not the spirit, that wheel size bylaw is just begging to be challenged with a folding bike like a dahon or something. Bylaw 32-92 can be viewed in person at city hall and most likely photocopied there... on my list of things to do one day.

Call me cynical, but I wonder how many of those donated bikes will be re-stolen in very short order because needy kids who can't afford bikes also can't afford decent locks.
