Is this Bianchi frameset decent?
I found this Bianchi Impulso frameset for $350. I'm wondering if it's a good frame at this price?

The paint isn't right, it's probably a knock off. Frame is probably solid anyway. A bianchi carbon frame will cost much, much more. Even used.

Since its alloy who cares if it's real or not. If it fits, throw some wheels on it and see how it rides. At worst you're out not that much for a frame. I'd buy it.

I'd be all over it. (probably wouldn't even build it up for a while. Just hang it from the ceiling & stare at it) But I've bought dumber things on impulse so there's that.

It looks as real as can be, and its aluminum and not many if any knockoff aluminum frames with hydroforming are out there so chances are its real. Good price if its your size, just be aware bianchis generally have a slightly longer toptube than other brands IME

I just don't know if I would go with celeste color seat & bar tape or just go black.

Go with black. Polish the frame and let it stand out. If you get that stuff from Merlin, you could easily do this build under $1500. Seatpost, saddle, stem, bars and tape would be left to get and you could score al of that on ebay.

I guess the celeste color, wheels and veloce groupset makes it worth it.

Yeah, but you could do this for $1300 and have a better wheelset than stock. If you look at the spec sheet they cheaped out on wheels, brakes and crank just to name a few areas.

Last fall I bought a new 2012 Impulso Ultegra with SLK-Carbon crankset from Adrenaline Bikes for ~ $1450.

Before you get the group consider staying more current and getting Athena levers and an 11 speed cassette. Veloce and Athena are still on the same cable pull system, you only need the levers, chain, and cassette.
