ime it's not the zipper that's the problem, it's the material the bag is made of: Ride nearly any saddle bag in the rain long enough (or when it's raining hard enough) and the contents will get soaked. Perhaps those Pedro's bags made out of recycled inner tubes are the exception?

use a plastic bag from a store purchase or a food storage bag cut down to size to keep water out.

Having had the quick release bracket from both a Topeak and a Scion break mid-ride (the Topeak catastrophically - fortunately I was able to stuff everything, including the bag, in my jersey pockets), I've recently switched to the Arundel Tubi bag. A little bigger than the Dual, it's made to hold a folded tubular tire. I can get two tubes, patch kit, CO2 and spare canister (total of two canisters) plus a couple of FixIt sicks, with a little room to spare). The Velcro strap allows me to snug it up tight against the rails so it's not swaying in the breeze; plus no strap around the seat post.
