tire pressure - is the tire or the wheel the deciding factor?

I just bought a set of Zipp 404 Firecrest Carbon Clinchers. I plan on using Continental GP4000S II tires on them. I weigh between 145-150 lbs. What would be the deciding factor when it comes to tire pressure? The tire or the wheel?

I know that Continental publishes a nice little chart that says a 700x23 tire and 145 lb rider should run about 105psi. I have also heard that you are supposed to go lower if you are running "wide" rims. That's what the guys from FLO say and the Zipps are as wide as the FLO's. So at my weight should I be looking to go under 100psi?

For reference these are for my road bike (Specialized Venge) for racing road races and crits.

Weight. With wide rims, measure the tire with a caliper to find is actual size then go back to your chart

The rim width matters more than the tire in deciding tire pressure, but also rider weight, riding styel, and road conditions. At your weight with that rim you could start with about 85psi front and 90psi rear and experiment down from there.

The zipps have an external brake track width of 24.73 while the FLO's have a width of 24.4. For all practical purposes would I ride the same pressure as I have previously on my FLO's? I've been riding no more than 100psi on those for a few years, a little less in the rain.

The best way to look at wide rims' effect on tire pressure selection is how that changes the tire width. So in the final analysis it isn't about the wheels, but just about the tire. Wide rims make the tire wider and increase its effective volume just like a larger tire. So you can always relate proper tire pressure to "effective" tire size.

Most likely that is correct, but I think you can go to lower pressure than what you have been using. If you do, you will start to realize more of the benefit of the wider rim.

I'm 195# and I run the (conservative) pressures I recommended for you on 23mm rims. You are quite a bit lighter and should be able to go lower. Lower will give you a more plush ride, better road feel, and a slightly larger contact patch.

I'm the same weight and tire running 85/90 but for a race 105 is not out of the question.
