No such thing as "best", as it's a preference thing. Price often equates to a perception of "best", and that'd be Assos, Rapha, and other boutique bike brand merchandizing such as Speed Vagen and Ritte.

It's highly personal. That being said, I'm a fan of the RBX Pro. I have several. I also have many "matching" kits, yay. They all work pretty well. I have a pair of Rapha Classic Bibs, they rock. In fact the only ones I don't like are the ones I got from Strava. The chamois is in an odd position or something. when I sit up I get that "I'm sitting on the saddle with no chamois" feeling.

My favorite bibs that I have are Garneau pro feel 2 bibs. I think they may only be at nashbar. Don't let the price fool you, as they are super cheap. Only about $50 and I have bought both of mine on sale for around $40. I have never tried a high end pair, but these are so comfortable I don't know why I ever would. I bought them with the intention of using them for mid range rides 20-60 miles, but they feel so good that they have replaced my cannondale elites as my long range set. (60+)

I love my Assos bibs (FI.13-S5). Competitive cyclist frequently has really good deals on the XL & TIR sizes.
