Should cleat position always be even between both legs? If yes why or why not.

No, because people aren't born symmetric and can become more asymmetric following injuries.

definitely no. if your legs aren't even, why should your cleats? My left leg points in when I walk, and my right leg doesn't, so my cleats are set up the same way

Fairly common for cleat angle to vary a little between shoes. Different fore-aft positions is much less common. Is one leg much shorter than the other?

If you don't know why not - then yes.

If you have a reason why they should be different - then no.

Unless you are really sure of some other reason, put them the same and use floating (normal) cleats.
