Hole in Carbon Frame

Hey theres a hole in my carbon frame on the seat tube near the crank by where the front deraileur is attatched. I just noticed this, and i have been riding my bike for about 7000kms. Why is the whole there? What is the purpose. How about water/dirt getting into my frame? Im confused as to why it is there...

You can buy plugs for the holes. Check with your LBS.
