Plenty of people.

I've seen people riding Huffys at Sprint Tri's. And I bet they're doing 13mph at best.... but they finish.

I think if you look closely at the topic at hand (frequent questions regarding speed increase due to equipment change only) in this forum that 1 mph is not generally considered significant.

You are missing the point, I just grabbed 17 and 18 out of the sky. The point is a 1 mph difference in a hypothetical 1 hour race. If comparing 22 and 23 mph make it sound more realistic than so be it, the result would be identical (except for both riders obviously finishing sooner).
