You only stress relieve the spokes one time...during the initial build up. They never need to be, nor can they be relieved again. You are likely misnaming some other process as stress relieving. One example would be making sure the spokes are not wound up. Spoke windup is what causes a just trued wheel to cone untrue as soon as the rider mounts up. One way to unwind spokes is to compress the rim to allow the spokes to loosen temporarily and unwind. But that is NOT stress relieving.
