I'm having a problem finding a seat bag large enough to hold the necessary cycling items plus my cell phone and reading glasses without it looking like a suitcase is attached to my bike.

I've got two water bottle holders attached to my bike but right now (just starting to really start cycling on the road on a consistent basis), my rides really aren't that long yet, so I don't really need two full bottles of liquid with me.

I thought about putting some of the items that you need to have with you* in an actual water bottle (and it inside the holder) and then the rest in my seat bag...but thought that might look foolish and the items may bounce around in the bottle - so I have two questions:

1) Do they make some type of bag to hold cycling needs that are made to be held by a water bottle holder?

2) What do you feel are the items that every rider should have with them at all times (I'd prefer to have nothing in my jersey or pockets...everything in some type of bag)?

Yes, several manufacturers make tool bottles that fit into a standard bottle mount like Profile Design and Xlab. They work pretty well - I have one on my TT bike.

At a minimum, you should have a mini pump or a CO2 inflator + a couple CO2 cartridges, tire levers, a spare inner tube or two and small mini tool. It's also wise to have a small tire boot, some tire patches, some cash, a small chain tool and a replacement pin or quick link (depending on your chain).

You should be able to find a saddle bag that works for you. Jersey pockets are a great place for stuff. If you need a larger saddle bag, this one is excellent:

Honestly, you could get by without the gloves, zip ties, or extra glue.

On my tri bike, I use an XLab Mezzo Cage Pod. I squeeze two tubes, two CO2 cartridges, two tire levers and a pump into it. The road bike gets a standard bag mounted below the saddle and carries a couple extra tools in addition to what I carry on the tri bike.
