You know that they are often adjustable, right? The center bolt can be turned down so the diameter is very small. Then you expand it in the steerer by turning the bolt the other way.

Would the above work? thinking might get both headset and plug.

I would keep looking.

The expanding plug might work, but that headset isn't sealed.

headsets are fairly universal with regard to the fork. Ie. any 1-1/8" headset will fit any 1-1/8" fork. Of course tapered forks need matching headsets, but it's still pretty universal.

However, headset to frame matches are more complicated. there's press-in, integrated (with multiple standards), and various low profile types. So, I can't comment about your options regarding headsets, because we never discussed (or I missed it) the frame.

In any case, all you need is a plug, which isn't usually supplied with a headset anyway. So, let's keep the headset as an unrelated other issue.
