The heat doesn't really bother me, but my heart rate is much higher than normal. Yesterday I rode for about 90 minutes(and took it easy), and my average HR was 161. When pulling away from stoplights it would go up to over 170 without much effort.

I did a gran fondo in vegas a few years back. In april it was near 80° while riding during the day.
I can't imagine riding in 100°+
My inlaws are out there and fortunately we normally only ever visit over Christmas and New Year's.
Being a new englander by birth, anything higher than 75° is stupid hot.

One thing about low humidity is that the heat index ("feels like") is actually lower than the temperature:

But this gets people into trouble because they often don't realize how much water they're losing. The sweat evaporates instantly so you feel dry. Gotta keep drinking.

Now it's 105 in the shade(17% humidity) so it feels like it's only 104. Riding in the direct sunlight it's about 110.
Under 111 is no big deal, but over 115 gets pretty rough. Over 118 is bad, but it's still better than not riding at all.

I'm in Vegas now. Was 123 driving through Baker. 15mph winds at 117.
I'm parked in the shade. Leaving Las Vegas in 15 min. Ironic as we canceled kid's mountain climb tomorrow due to snow - and lightning!?

Matched the all-time record on Tuesday
The official all time record high for LV is 117 so the temperatures for the past 10 days have been close to that record. It matched it on Tuesday. One of about 5 times it got that hot since 1942. It was a pretty comfortable ride this morning at 6 am and I was done by 7:15 with the last few miles riding in a wet t-shirt. The key is to pick routes where you can get water frequently. Red Rock and Valley of Fire are poor choices because there is NO place to get water once you leave the entrance. The River Mountain Trail (40 mi) has one watering hole at the north end and goes right past the Railroad Pass casino part way out. I used to ride in the afternoon when I was still working but it's much nicer and safer to ride very early if it is over 80 degrees. If you are not accustomed to this heat, your decision to leave the bike home is wise. In-town routes have frequent parks to re-hydrate. I carry just 20 ounces of water.
I spent last week tent camping in the mountains west of town. It regularly reached 100 degrees midday and 102 on Tuesday at 1 pm.

ZOMBIE THREAD ALERT It is neither unsafe or unhealthy for cyclists in Las Vegas this time of year.
Summer and the scorching temperatures have come and gone. Right now it is about 60 degrees outside so I will wait a few hours until it gets really nice. October is the greatest time to ride - not too hot, not too cold. Might have to deal with the wind.
If you are just considering the deranged killer who killed 58 people, consider that the Las Vegas valley is miles long and the strip is just a small portion of the valley. There is a beautiful 40 mile long trail in Henderson completely separated from roads. The valley has 250+ miles of marked bike routes and bike trails.
I once lived in a small (pop~6,000 at the time) town in Wisconsin. A town cop arrested a local resident for possession of marijuana and proceeded to execute him in his own driveway. The cop was later diagnosed with a brain tumor and died before he could be sent to prison. I love that small town and consider what happened an aberration.
