Are either of these good deal?
Apparently this guy reconditions bikes, potentially with new components, wondering if either of these is actually worth $1000 asking. If not, how low could I reasonably offer him for either of them?

I'm no expert, but I think you can do better for a lot less. Those are older bikes with well used components. Nashbar recently had some seemingly good deals... For instance a carbon framed 105 equipped bike for $850 after discount. I think its currently $999 with free shipping. I've never owned one so i can't personally speak to their quality, but its worth researching. Also, check ebay. The Pros Closet often has some great deals and they're reputable. I've done lots of business with them.

It does not say if the bikes have new components but the six13 looks like it has a newer 105 on it and both bikes look very well put together clean and undamaged. That old of bike may have up to 10k miles or more like my 2006 caad 8 but it still works with the old components minus a new crank. Bikes of that time are not all made in taiwan so to me they carry some prestige/ collector value or cool factor that drives the price a little higher so if that is what you are looking into then maybe it is a good deal for you.
A good sign of lots of miles is how worn the rims are in the braking surface. If the surface looks brand new and the components are fresh then they might be worth what he is asking. Also consider a new bike at that price is not going to have near that level of compenents or as nice a ride as these future classic performance models.
It looks to me that he is doing this more as a hobby than a means to make money. There is a good chance he is breaking even on these bikes, even if he got them for next to nothing the time he put in to make them nice would not be a huge net profit.
