Just MHO... but I do not believe the "keepers of the cog" intended the.... simple truths of cycling etiquette to be a hassle.

I too broke rule #32 a few weeks ago. Riding around on my 2018 Emonda, new carbon wheels, Garmin....the group of other riders similarly equipped sure were giving me odd looks, hahaha. But hey I was far away from my car and wanted to carry extra supplies.

I've since ordered a top tube bag

The rules are the rules. There are no exceptions no special dispensations. If you feel you can't follow the rules, then I suggest you see rule #5.

I used one on Saturday. Worked pretty well, except for the tube hitting my leg on every pedal stroke.

Pretty much the hottest that I have ever seen here- Garmin said 112˚ at one point, but it reads high.

I think there was enough HTFUing to cover...

I usually tuck the tube under the elastic loop on the opposite shoulder, although if that's too fiddly it can also be partially secured under the sternum strap.

Bah. Unnecessary. I rode the SB250 in June in heat over 100 degrees and had 2 bottles. Filled them when empty. Rode in the peleton the entire way. Drank when thirsty. The need for a camelback is in your head.

You are forgiven. I've been riding a CB without the bladder since 2006. Why? Because I prefer to keep my mini pump, spare tubes, patch kit, etc etc on my back instead of having a frame pump and a large nut sack saddle bag a'swingin' in the wind. But that's just me.
