He got his money back, today actually. It was $60. PayPal will usually mask your account information and only give them your shipping address. I believe he used his work address too. I doubt they can really do much with that info.

Well, their SSL certificate is invalid, so that's the first tip off. Second, website isn't even loading anymore.

I dunno... I would maybe call to confirm payment details before shipping? People will give up all kinds of things in a conversation without realizing.
I'm sure they have their ways.
