Conti 4000s tire actual size

I'm thinking about putting some wider tires than the current ones (700x23 Continental GP 4000s) on my Spec Ruby, but there isn't much space between the chainstays. I've read here that some of the Conti GP 4000's run larger than specified. So, does anyone have any experience mounting Conti GP 4000s 700x25 tires on a rim that has a 15mm inner width? If so, what is/was the final tire width when mounted and inflated? Thanks...

They're using 700x17c rims, so you could use that as a guide or place to start.

Velocity Aerohead rim is 20mm outside, 14.4mm inside.
A 25mm Continental GP 4000 measures 25mm width on them.

16.2mm inside rim. 27.4mm tyre width.

Fiddling around with your results indicates that the width on my rims should be between very close to the specified 25mm. Thanks for your responses !
