Help with 'modern' steel frame identification

Hi guys

Iv just picked up this frameset to build into a road bike.

I know its probably not what its badged as, but after finding out what it is.

from what i can tell it's original colour.
has a 631 decal but who knows.
130mm rear spacing, downtime shifters and 1inch fork.
nice tig welding with brazed dropouts and braze ons. Internally routed rear brake.
The drop outs and seat binder remind me of columbus brain/genius tubes bikes.

Could be cheap Chinese fare, I dont mind, id just like to be able to put the correct decals back on after its respray.

Thanks
