Even if you could splice it in cleanly, why bother? Even the relatively expensive bar tapes are cheaper than anything else you have to routinely replace on a bike.

Its a pretty cheap upgrade so I don't bother. Besides, I don't even know how to separate the top and the bottom.

I installed some of this tape (red) and while it does feel great, I've had a hard time getting a real nice looking, smooth installation. It's kind of stiff-ish when wrapping. At least mine was.
