If im thinking correctly. NO. A bib short is a short with the straps that go over your shoulders.

thanks and sorry for the confusion but i have seen where people say they wear bike shorts under bibs? Maybe they are on drugs

Maybe.
that would be like wearing shorts under your dockers.....overkill....and just inviting more friction and problems down there if you get my drift.

Well its possible that the bibs have no chamois (the padding) then they would wear a short with padding. But that would defeat the purpose of the bibs. Another possibilty is they are talking about bib tights or just tights. Or they could be on something too

Could you be confusing bibs with tights? Wearing shorts under tights is common in cold weather. Tights often don't have any chamois and are meant to be worn that way. But Bibs?

Bibs...nothing under.
Base layer shirt, with bib straps over it.
Jersey over the top.
