Somewhere in CA
when i tear down and clean my Ti MTB frame I use those green scratcher pads from the kitchen on it. Cleans it right up... No scratching on my bike. Its satin.

I wouldn't use a Scotchbright pad on a polished frame. (Satin, yes). I would try a metal polish from the local Home Cheapo.

Most are a bit of both. They have chemicals that interact with corrsion and a mild abrasive. You just wipe them on and rub until your elbows hurt. Then rub some more. These will put you more towards the shiney end. The Scotchbrite will put you more towards the satin side.

The short period of time that mineral spirits will be on the decals will NOT hurt them.
I have been cleaning my Sampson Ti this way since it was new 7 years ago.
You could also try something like Brasso with the steel wool, but I don't really think you need it.
My frame is "glass beaded" (dull gray) and I was wondering what would happen if I tried some fine sandpaper (1500 grit to polish the frame. I worked on the bottom of a chainstay long enough to decide that I wouldn't want to do the whole bike. When I wiped off where I had sanded, there was NO difference! Ti is very tuff stuff!

I have been told to use Pledge furniture cleaner on satin ti frames.
I personally use a motorcycle spray polisher from my local automotive store (which has the same consistency as furniture polish) wiping with an old t-shirt to clean up my Dean ti frame. My frame looks the same as the first day I rode it.

Interesting idea. What brand? What parts the polisher are supposed to polish on the motorcycle?
