Question:
from EXACTLY where to where to you measure a top tube on a compact style geometry.

yes, the head tube.
remember though, the TT length is different to the "effective" TT length. Essentially the effective TT length refers to the TT length measured horizontal to the ground. Hard to measure as you don't know where the intersection of the TT and ST would be if was actually horizontal. You can use the seatpost as your guide if it is a straight one and get out a level. Measure off that from the HT centre to the seatpost center on the horizontal plane.
This measurement makes a standard and allows you to compare frames with different designs.
