Replacement rubber

I have a stock tire that is 700x26c. Can I use a 700x25? I cannot seem to find much variety in the 26c size.

yes, the difference between 26c and 25c is insignificant. In fact some manufacturer's 25c may actually be wider than other manufacturer's 26c.
If you want less rolling resistance, and weight, you could go to a 23c. the tradeoff would be less comfortable ride, and greater possibility of flats (particularly pinch flats). If you're not heavy, and you value speed over comfort, you might try 23c's.
