During Tour De France 1995 someone fell in the Time Trial, Who was it?
This man asked UCI to make rules agaisnt Armstrong.. what are the rules, and why did he asked to make the rules?

Were the requested rule changes related to the crash and/or the '95 Tour, or was it a totally separate issue?

the attempt be made at sea level
the attempt be made on a "traditional" style bike
Lance be drug tested before during and afer the attempt.

Well I found all that also, but I assumed the question meant some rule change relating to the TDF and perhaps even to his crash.

Simple... from the team car you shoot him with a tranquilizer dart. Once he goes down, you stop the clock. Then you test his blood. If he's clean, you help him back up on the bike and start the clock again. It couldn't make more sense.

From a helicopter you drop a net on Lance. Then you lower Jim down to wrestle the agitated rider to the ground while Marlin watches from above.
