This must be a clearout of a discontinued model?

yes. In all honesty, if I wanted a decent TT frame on a budget, that would do it. However, aluminum or cf is usually stiffer and lighter. They've proven to be a little better for TT'ing. But that doesn't mean it wouldn't be pretty cool though. You'd certainly have a TT bike that you could pass down to your grandchildren.
