Are all rear dropouts the same with?

Notices
Road Cycling “It is by riding a bicycle that you learn the contours of a country best, since you have to sweat up the hills and coast down them. Thus you remember them as they actually are, while in a motor car only a high hill impresses you, and you have no such accurate remembrance of country you have driven through as you gain by riding a bicycle.” -- Ernest Hemingway

Are all rear dropouts the same with?

I wanted to upgrade my 6 speed bike to a nine because one of my friends told me that all rear dropouts are all the same size as long as i change the chain and derrail. Is this true?

your friend is wrong.
6/7-speed spacing was 126mm
8/9/10 speed is 130mm

if your frame is steel you can get away with cramming a 130mm spaced wheel into a 126mm dropouts, but why bother.
just get a new bike.

Unless you've a hybrid, MTB, or recumbent which are typically 135 mm. Tandems go even wider!

Actually, spreading an old steel frame can be worthwhile. Either by pulling the dropouts apart a little each time you put the rear wheel in, or permanently by bending the frame; you can read about the latter here:
https://www.sheldonbrown.com/frame-spacing.html

126mm to 130mm isn't a big difference - that's 2mm outward on each side of the hub! And some old frames are really nice. I'm building up a late 80's Centurion Ironman that I got on eBay. Came with 6-speed freewheel, I'm putting 8-speed on it, stuff that I've had sitting around.
