How much tire patch, handling or stability..

How much tire patch increase, handling improvement or additional stability would 25mm or 28mm tires be over 23's ?

My dad had another biker recommend to him a move from his current 23's to 25's or 28's.

I have only ever ridden 23's so I cannot advise.

So..... how much increased tire patch will 25's or 28's provide and how much more stable will the tires be ? Is there a significant improvement in stability ? Is there a significant increase in rolling resistance for 28's v 23's ?

Finally, is there a source I can refer to ?
