Steering Stem Spacers

So after cycling for about a year, I've lost a lot of my gut and have found that I wish I had lower handlebars, more out of comfort then anything. I noticed that there are 3 spacers under the steering stem. Can I just take one out? It looks like there are only like 2 bolts and then the spacer will just slide off. Am I correct in assuming this? Thanks for your help.

You can experiment by moving spacers from below, to above the stem. Here's the info for how to readjust your headset.
