Maybe they wanted to build a mixte but weren't sure about it and added the horizontal tube.

And if only it was UCI legal we could be seing great machines like that ridden to victory... shame.

there used to be a tyrell F1 team. they weren't very good, either.

I've seen this bike before, they are aiming for the pre-op/post-op transexual bike riding niche.
