diskbrakes vs vbrakes

Does diskbrakes apply friction to the wheel when moving? I have a giant NRS, i know its made for MTB but I found pretty good on the road because of the no resonance system. And the wheels have no friction at all with VBrakes.

Tell me wheter i Should buy diskbrakes or not!
I like diskbrakes because in water they still hold very good and they have better control then vbrakes.
I m afraid of decreasing my overall speed with disks

Give me some advice pls

only get disc brakes if you plan on riding off road, benefits are they work better when wet and if you bang up your rim you can still ride back to civilization having the ability to brake whereas the rim brakes you would have to disconnect for the damaged rim to clear. If all you are doing is road riding the disc brakes are not worth the extra weight and with much improved brake pads today you can get ones that work well in wet conditions.
