Quick fitment test - with or without shoes

When you straddle a bike to see how much clearance there is on the top tube and crotch, is this done with or without shoes? And if it is with shoes I'm guess cycling shoes (thin soles as opposed to thicker tennis shoes) ???

Standover height doesn't matter that much. As long as you roughly clear it without top tube to nads contact, you're fine. More important is the actual fit of the bike.

I'd say tennis shoes will be an ok measurement. Your tennis shoe sole and your road shoe + cleat isn't going to differ too much.

Standover is nearly irrelevant when sizing a bike. When you're dismounted (like waiting at a light) you'll have one leg on the ground, one foot in clipped in, and the bike will be leaned over toward the grounded foot. Make sure the top tube is the correct length for your body.

Standover height is pretty much usless. You can wear your wifes six inch pumps if you want.

Top tube length is much more important. Do this to get in the right ballpark:

Standover height is important if you are a man and want to stay that way if you have to get off the bike quickly in an emergency traffic stop.

If you're short enough that you have trouble getting a long enough top tube and a safe standover height, then you should consider a compact geometry frame.
