moving downtube friction shifters to handlebar

I lucked into a free Kestrel 200 sc on Friday. It has downtube shifters that I believe are friction - it needs some work and wheels, but the carbon frame is mint, so I haven't ridden it yet - and a friend mentioned a product that could move the shifters up onto the bars. He can't remember the name of the product, and I can't find anything on it. So, I thought I'd turn to this collective body.
