Clipless pedal float and cleat question

I'm looking at picking up a pair of Look A5.1 pedals, but I have a question regarding the float and adjustability. The red cleats that come with them have 10 degrees of flat, correct? But I thought the float was adjustable on the pedal? Could someone please clarify this. I'm sure I'm missing something very simple. Thank you.

I think with the red cleats you can adjust the arc on the pedal from 0/3/6/9 degrees. With the black cleats there's no adjustment at all it just stays at 0 degrees.
