Inner tube keeps breaking

I've had to replace my inner tube 3 times in the past month - the tube seems to not be gripping the wheel and tyre very well and, after a bit of cycling, the Schrader valve ends up coming out of the hole at an angle and eventually it snaps off. On top of this, my last tube had three large puncture holes in it.

Twice I've had to cycle home with a flat tyre (and the roads here aren't exactly smooth) and the actual tyre is starting to crack around the edges because it has been cycled on when flat.

The tyre says 26 x 1.75, but the inner tube always seems to be a little too big for the wheel. Is this normal?

What would you recommend? Getting a new tyre? Trying a different tube size? Or getting the wheel replaced altogether? (The wheel is a little warped from having gone into a kerb at speed - my bike has no suspension)
