Head Tube Length Question

According to the geometry charts for my 55cm Lemond, the head tube length is 173 mm. However, when I measure mine, the length of the head tube is actually about 152 mm, and only when I include the headset cups in the measurement do I get 173 mm (see pic).

I find it odd that they would account for the headset cups in their head tube measurement when it seems to me most other brands do not. I'm not in the market for a new bike right now, but might be in six months or so, and I will be paying special attention this measurement. I already know to to be mindful of integrated/standard headsets when comparing head tube length between frames, but this seems to be a different issue, more related to how a measurement is made. Is there a good explaination for why Lemond does this? Don't worry, I'm not going to be buying based on measurements alone, I am just doing my research.

With the growing use of integrated hidden headsets, I guess it makes sense for them to advertise the total practical stack height.

The size 53 lists the head tube at 154mm.... Sure you have a 55?
