Hypothetical Ti Frame build.

If..... hypothetically I hypothetically bought this Ti frame. Hypothetically of course.

I hypothetically was wondering.. I want (hypothetically) to build it as more of a race oriented bike.

Part suggestions? Tips? etc?

It is a Tri frame, but because of the geometry, I wanted to make it into a race oriented roadie.

1) Laid back seatpost to compensate for what is probably a forward seat position geometry
2) A fork with less rake if the current one has more than 45mm
3) 0 degree or flipped up stem to get the handlebar high enough
4) Don't forget to get taller gears to compensate for the smaller wheels
5) I'm not sure, but the bottom bracket might be lower than you'd want on a race/criterium bike
6) You're not actually going to race it, as you just meant race oriented, right?

Most likely won't race it.

Yes was thinking of putting on some stem spacers and angled up stem.

I could switch out the fork and put on 700c wheels if I wanted correct?

Taller gears?

No. The rear brake bridge is positioned for 650c, as is the rest of the rear triangle, you'll very likely not be able to get a 700c in there.

Incorrect.

The 700C fork would be taller and would mess up the current geometry even more, Just give up on this frame unless you want it specifically for a TRI-Bike.

I already bought the frame. The question is how am I going to build it.

I don't particularly have any vision for it.

Because the wheels are smaller, the final drive ratio of the gears will also be smaller. I don't know the exact calculations, but you will need larger chainrings (like 56/42) in order to get the same gearing as a bike with a 53/39)

This is why that type of frame sells for so cheap. I think I saw a complete Litespeed Tachyon with 650c wheels sell for $500 on ebay.
