Gluing Cleat Plate Cover

I have a pair of Nike shoes and the plastic cover that is under the insole and covers the cleat plate is loose. I can hear it shift around while clipped in and it sort of wobbles around under the insole. Is the proper way to secure it to just glue it back down to the sole? If so what kind of glue works best? Thanks.
