Try mounting Ice Hammers to the rim. That might do it.
oh...and start drinking. I hear that's MN's favorite winter pastime. Must have learned it from those cheesy nextdoor neighbors.

As for tire recommendations, I got nothing -- I ride my cyclocross bike in the winter with 700-32 Conti Twisters. I still fall down (probably due to the drinking

You might have better luck checking the winter cycling forum.

The fatter and knobbier the better. I don't usually do studded tires.
I actually wouldn't ride your nice bike during the winter and try to find something old and used. The nice stuff goes into hibernation now.

Young Nickel calls it. Except for Studs. Nokian studs rule. My CX bike gets studs and becomes my road bike while the salt/sand is on the roads. The nice road bikes are garage ornaments until March-ish.

A lot of people feel this way but it doesn't make any sense to me. Fat and knobby tires are for rough terrain, in winter the roads are usually much smoother, to the point they they're very slippery. A skinnier tire will cut through snow to make contact with the road while a knobby tire will sit on top and spin.
I don't have any recommendations though, last year I used cheap tires, this year I'm going to try out the vittoria paves.

I'd say find a real narrow cyclocross tire.
I have some old 27mm wide Vittorias that clear my track bike's frame and front caliper brake. There is a bit of tread on them, and they are narrow enough that you sink through the snow rather than float on top of it.

Correct. Sometimes a road bike is not the right bike for the job. Not saying it can't be done, but I don't think it's a good idea IMHO.
