Tiagra RD skipping gears... feature or issue?

I have an Allez that's currently running Sora STIs, Tiagra RD, and 8-speed cassette. When I'm shifting to a smaller gear the RD jumps a gear. So the upshift operation requires an upshift of 2 gears followed by a downshift. The bike has done this since I bought it.

Is this a tuning issue with my STI or RD? If so, how would I fix this, or should I let my LBS take care of it? Is this a feature of my STI/RD and if it is, what's the reason for it?

Yes that is a tuning issue. Take it in and have them adjust it for you. If possible, watch them do the adjustment and ask questions. Most shops will teach you if you are genuinely interested in learning.

Your cable has most likely loosened up a bit - give the barrel adjuster on the rear derailleur a turn and try again.

You are aware that if you push the shift lever (the silver part) real far to the left the bike will shift two cogs? It is a feature on Shimano stuff. Try pushing not quite as far and see if you can just shift one.

If that's not the problem, then it probably needs to be adjusted. Most new bikes, the cables stretch after a couple rides and need to be adjusted. Do it yourself, you'll thank me later. There's a barrel adjuster at the rear derailler right where the cable enters the derailler itself. Turning towards clockwise moves the derailler out just a little, turning counterclockwise moves it in just a little.

Yeah, see if you can do it yourself. My mom brought her Trek in to have it done and the genius at our LBS made at ten times worse.

I can shift just one gear over by not pressing the lever as far. The derailleur functions fine otherwise so this must be a feature. I just bought 105 levers and noticed in the manual that the rear shifter has 3 gear changes to its full stroke. The 105 makes audible clicks as it passes through its arc but my Sora lever does't.

105 8-speed... haven't gone looking for it, but wouldn't want to, either.
